Production, upgrading, transport, injection and end use can involve different authorities and records. Keep the activity, location and responsible party visible.

Retain the measurement basis, source records, period and review history behind an impact statement. Carbon-credit work would require its own applicable methodology and verification.

What if a document is collected but has not been verified?

Keep it marked as collected and awaiting review. Verification should identify the reviewer, scope and evidence; a submission needs its own receipt and outcome. Neither a stored document nor an internal review establishes authority approval.
