Why support on paper is not cash available to spend
A project forecast needs to know both the stage of support and where a release will arrive. Discovery, application, sanction, conditions, claim approval and actual payment are separate events.
India’s 2026 GOBARdhan operational guidelines provide a concrete example: plant assistance goes first to the loan account up to the loan amount drawn, with the balance directed to the developer account. A debt-reducing credit may therefore leave operating cash unchanged.
Availability also changes. USDA’s biodigester-specific administrative notice extends a pause on accepting, processing and awarding RBCS loan-note guarantees through 31 December 2026. A general programme page marked open is insufficient evidence that this type of project can proceed.
For cash planning, record the instrument version, beneficiary, conditions still outstanding, expected destination and timing. Keep an unconfirmed amount as an assumption and test a scenario with no release. Actual posting still requires authorised evidence; matching the bank movement is a separate review.

02 / Location and support
Your site is only one part of the support question
Start with the plant country and region. Then record the activity, output route, responsible entity and relevant dates. A company’s registered address and a plant’s physical location can differ.
Programme names can hide different activities. Germany’s Bundesnetzagentur biomethane auctions concern support for electricity generated from biomethane. The auction page is not a universal capital grant for a gas-production plant.
Dates matter too. On 6 October 2026, Ofgem identifies GGSS guidance v2.2 as current and v3.0 as draft guidance for upcoming changes taking effect on 16 October. Record the applicable version and effective date rather than choosing whichever PDF was uploaded most recently.
For onboarding, a useful first record is country, region, project stage and an intended gas or energy route, even if the site is undecided. Ask detailed land, feedstock, commissioning and evidence questions when they affect the next decision. Where support is unavailable or unknown, the customer should still be able to organise project finance and review a private lease.
